Although it is possible to lose fat on the inner thighs, you can't do it with simply toning, because spot training an area of the body, like the inner thighs, doesn't work. Instead, you'll need to combine intense cardio exercise with inner thigh toning exercises to shed fat all over, including your inner thighs.
Eating a proper diet without refined sugar and carbs is also important for losing unwanted thigh fat. However, here are a couple of exercises that will help to strengthen the adductor muscles you want to 'pop'.
Side lunge: these will tone your glutes and thighs, along with your inner thigh muscles, and require no equipment. Stand with your feet shoulder-width apart. Take a wide step out to the right. Push your hips back, bend at the right hip and knee, then shift your weight to the right. Stop when your right knee and hip are both bent at a 90-degree angle. Your left leg should be straight. Push off with your right leg to go back to the start position. Repeat three sets of 12 repetitions on each leg.
Plié squat jumps: stand with your legs about two feet apart, toes turned out, and hands on your hips. Rise onto your toes, bend your knees, sit back and lower yourself until your thighs are parallel to the floor. Jump up from the balls of your feet about 6in off the ground, keeping the legs wide and landing softly on your toes with your knees still bent. That's one rep. Continue quickly jumping for 15 to 20 reps several times a day.
